The mannequins were to be used during F-Stop testing as turrets are used in Portal Gun testing. No one really knows anything about it, other than that Valve was interested enough in the concept that they'd use it instead of Portals in Portal 2, there's actually F-Stop leftover files in the Portal 2 GCF, I think, one having a camera texture.
